उफ्, जो ‘कृष्ण’ की तरह गए थे, वो ‘सुदामा’ समान लौट रहे हैं...

आजादी के बाद यह शायद पहला मौका है, जब परदेसी परिजनों का स्वदेश लौटना इस कदर मातमी महसूस हो रहा है। वरना एनआरआई का जिक्र छिड़ते ही लोगों की आंखों में खास चमक आ जाती थी। परदेस से  चिट्ठी का आना तो अब गुजरे जमाने की बात है ही, जो मेल या मैसेज आ रहे हैं, वो अच्छे-भलों को घर बैठाने के ज्यादा हैं। वो भी बगैर भेदभाव के। क्योंकि कोरोना ने लोगों की जानों से कई गुना ज्यादा इंसानी जाॅब्स को छीन लिया है। विदेश में कमाने की सारी अकड़ उसने निकाल कर रख दी है। जो ‘कृष्ण’ की तरह मथुरा छोड़ गए थे, वो ‘सुदामा’ की माफिक घर को लौटने पर मजबूर हैं। देश में करोड़ों प्रव‍ासी मजदूरों की काम गंवाने के कारण घर वापसी तो एक झलक भर है। जब लाॅक डाउन का ये ढक्कन खुलेगा, तब असली  हकीकत सामने आना शुरू होगी। क्योंकि ‘सेंटर फाॅर माॅनिटरिंग इंडियन इकानामी’ ( सीएमआईई) की ताजा रिपोर्ट के मुताबिक अकेले अप्रैल 2020 में ही भारत में 9 करोड़ 10 लाख लोग नौकरिया गंवाकर घर बैठ गए हैं। इनमें  भी 2 करोड़ 70 लाख वो युवा हैं,जिनकी उम्र 20 वर्ष के आसपास है। सीएमआईई ने इसे ‘नौकरियों का रक्तस्नान’ कहा है। इनमें छोटा- मोटा काम करने वालों से लेकर मोटी तनख्वाोह पाने वाले कर्मचारी व एक्जीक्युटिव भी शामिल हैं। आलम यह है कि  बड़ी- बड़ी कंपनियां भी मात्र एक ई-मेल ठोक कर कर्मचारियों की छुट्टी कर रही हैं। भारत से भी ज्यादा बुरी स्थिति विदेशों में काम करने वाले उन प्रवासी भारतीयों की है, जो वर्क परमिट या वीजा पर कमाने के लिए परदेस गए थे। ज्यादातर देशों ने इन्हें भारत भेज दिया है या फिर उसकी तैयारी है। यानी जो हाथ कमाने के लिए गए थे, वो खाली होकर लौट रहे हैं। इनमें में ज्यादातर निकट भविष्य में वापस काम पर लौट पाएंगे, इसकी कोई गारंटी नहीं है।
अमेरिका तो भारतीयों के लिए ‘सपनों का देश’ रहा है। अवसरों के लिए, तरक्की के लिए और अच्छी कमाई के लिए भी। लेकिन हालात वहां भी डरावने हैं। इस स्तम्भ के एक नियमित पाठक अनिल निगुडकर ने एक पोस्ट मुझे भेजी है, जो उस पिता ने लिखी है, जिसके दो बेटे अमेरिका में ‘सेटल्ड’ हैं। कोरोना संकट में उन दोनो की नौ‍करियां तो अभी बची हुई हैं, लेकिन बाकी हजारों प्रवासी भारतीयों की हालत क्या है, उसका पता इस पोस्ट से चलता है। इसके मुताबिक ट्रंप सरकार ने उन तमाम आप्रवासी भारतीयों को अमेरिका छोड़ने के लिए कह दिया है, जिनके कोरोना के कारण  जाॅब जा चुके हैं। इनमें कई ऐसे हैं, जो अधेड़ावस्था में हैं। अमेरिका में करीब 19 लाख भारतीय रहते हैं, जिनमे से 6 लाख के पास एच वन बी वीजा कार्ड हैं। 2 लाख 27 हजार इस कार्ड को पाने की लाइन में हैं तथा ढाई लाख विद्यार्थी भी पढ़ाई के लिए अमेरिका में रहते हैं।
कह गया दिया है। अब वे क्या करें?  माता-पिता के पास अभी भी भारतीय पासपोर्ट हैं। इस बारे में अमेरिकी सरकार का कहना है कि वे अपने बच्चों को यहीं छोड़ जाएं। सरकार उन्हें शेल्टर होम्स में पालेगी। दूसपोस्ट के मुताबिक सबसे ज्यादा मुसीबत उन परिवारों की हैं, जिनके बच्चे अमेरिका में जन्में हैं। इस कारण उन्हें तो जन्मत: अमेरिका की नागरिकता‍ मिल गई है, लेकिन इन बच्चों के माता-पिता को अमेरिका छोड़ने  के लिएरी तरफ भारत सरकार ने इन बच्चों को अपने यहां लेने से इंकार कर ‍िदया है, क्योंकि वे भारतीय नागरिक नहीं हैं। यानी इधर कुआं तो उधर खाई। सभी प्रवासी भारतीयों का वहां से लौटना इतना आसान भी नहीं है, क्योंकि हजारों लोगो ने अच्छी कमाई के चलते वहां बैंकों से भारी कर्जे ले रखे हैं। बिना कर्ज चुकाए देश छोड़ने की अनुमति भी नहीं मिलेगी। नौकरियां जाने से खुद अमेरिका में लूटमार शुरू हो गई है। इसी संदर्भ में ताजा खबर यह है कि अमेरिका में 30 हजार भारतीय छात्र ह्यूस्टन में फंसे पड़े हैं, जो स्वदेश लौटना चाहते हैं। केवल वो भारतीय जरूर सुरक्षित हैं, जो पहले ही अमेरिका की नागरिकता ले चुके हैं।
हो सकता है कि यह परिस्थिति का अतिरंजित बयान हो,  लेकिन दूसरे देशो में भी हालात कमोबेश ऐसे ही हैं। सउदी अरब में करीब 14 लाख भारतीय थे। इनमें से कई  को वापस जाने के लिए वहां की सरकार ने कह दिया है। क्योंकि सउदी की आर्थिक हालत पतली है और अब उसने ज्यादातर नौकरियां केवल सउदी नागरिकों को ही देना तय कर लिया है। ब्रिटेन में लगभग 14 लाख भारतीय हैं, इनमें भी कई के सामने बेरोजगारी का संकट है। यूएई अपने यहां से डेढ़ लाख भारतीयों को वापस लौटा रहा है। यही स्थिति अोमान की भी है। कुलमिलाकर आज हर देश केवल अपने और अपने नागरिकों के हितों के बारे में ही सोच रहा है। उसमें विदेशियों के लिए जगह बहुत कम है। कोरोना ने ग्लोबलाइजेशन की पुंगी बजा दी है। मोदी सरकार दुनिया के कई देशों से भारतीयों को मुफ्त। में अथवा किराए से वापस ला रही है। क्योंकि ऐसा करना उसकी भी मजबूरी है। लेकिन इन लोगों का ‘घर आया मेरा परदेसी’ की तरह लौटना अभी अच्छाा भले लग रहा हो, लेकिन कल तक करोड़ों डाॅलर भारत भेजने वाले ये तमाम लोग देश की अर्थव्यवस्था पर बोझ ही साबित होने वाले हैं। इससे कई मानसिक तनाव भी पैदा होंगे।
कमाऊ आप्रवासी भारतीयों की स्वदेश वापसी का सबसे प्रतिकूल असर भारतीय अर्थव्यवस्था पर पड़ेगा, क्योंकि ये  एनआरआई अपनी कमाई का बड़ा हिस्सा विदेशी मुद्रा के रूप में भारत भेजते थे। हर साल मोटे तौर पर देश की जीडीपी का ढाई प्रतिशत हिस्सा इसी रास्ते से आता रहा है। वर्ष 2018 में एनआरआई ने 79 अरब डाॅलर भारत भेजे थे। यह आंकड़ा हर साल बढ़ ही रहा था, लेकिन अब इस पर ब्रेक लगना तय है। जिसका सीधा असर देश के विदेशी मुद्रा भंडार पर पड़ेगा। साथ ही जो लोग विदेशों में ऊंची तनख्वाहों पर काम करते थे, उन्हें अपने देश में वैसा काम और वेतन मिलना बहुत ‍मुश्किल है। और यहां भी बेरोजगारी कौन सी कम है?
संयुक्त राष्ट्र संघ की रिपोर्ट के मुताबिक दुनिया के तमाम देशों में पौने दो करोड़ प्रवासी भारतीय रहते हैं। जो विश्व में सबसे ज्यादा है।  इनमें से ज्यादातर काम और बेहतर अवसरों की तलाश में वहां गए थे। कई ने सम्बन्धित देशों की नागरिकता भी ले ली है। लेकिन जो किसी परमिट अथवा वीजा पर वहां टिके हैं, उनकी उल्टी गिनती शुरू हो चुकी है।
आज भारत में ‘स्वदेशी राग’ हम सबको सुहा रहा है। काम भी भारतीय, दाम भी भारतीय। लोग भी भारतीय, भोग भी भारतीय। यानी सब कुछ ‘आत्मनिर्भरता’ में पगा हुआ। आत्मनिर्भर होना अच्छी बात है। लेकिन यही धुन अब सभी देशों में बज रही है। जो लोग बेहतर कमाई और अवसरों की वजह से परदेस चले गए थे, उन्हें यही राग अब मातमी धुन की तरह लग रहा है। सोचिए कि हर देश आत्मकेन्द्रित और आत्मनिर्भर होगा तो वहां गैरों अथवा आप्रवासियों के लिए कौन सी जगह होगी? जब विेदेशों में बेहतर जिंदगी जीने वाले लाखों  भारतीय भारत लौटने लगेंगे तो उनके लिए यहां काम और कमाई के रास्ते क्या होंगे? और  जब घर के बेरोजगार और आय‍ातित बेरोजगारों में टकराव की स्थिति बनेगी तो सरकार का पलडा किस अोर झुकेगा? सरकार भी पैकेजों के डिटेल तो दे रही है, लेकिन लाॅक डाउन के दो माह में कितनों के जाॅब लाॅक हो गए, इसकी कोई अधिकृत जानकारी नहीं दी जा रही है। ये आंकड़े इस वक्त एकत्र करना भी कठिन है। क्योंकि असंगठित क्षेत्र में मजदूरी, छोटा मोटा-काम और दीगर व्यवसाय करने वालों की संख्याठ इतनी बड़ी है कि उन्हें समझ ही नहीं आ रहा कि वो किससे डरे कोरोना से या बेकारी के अंधेरे से?

By and large, today, every country is thinking only about the interests of itself and its citizens. There is very little space for foreigners. Corona has given the pungi of globalisation. Modi government free Indians from many countries of the world. is bringing back in or from rent. Because it is also his compulsion to do so.
